You’re sitting in front of your computer, and you’re about to read the FTC’s new how-to guide, “The Little Book of Tech Eats.” In it, the FTC explores the ways in which technology can be used to eat little, from the moment you’re born to the day you die.

What is the FTC?

The Federal Trade Commission (FTC) is an independent agency of the united states government that is tasked with protecting consumers and promoting competition. The FTC was established in 1914 by the Federal Trade Commission Act. Its main function is to prevent unfair or deceptive business practices.

The FTC is headquartered in Washington, D.C., and has five Commissioners who are appointed by the President of the United States and confirmed by the Senate. The Commissioners serve seven-year terms and can be reappointed for additional terms. The current Chairman of the FTC is Joseph Simons, who was sworn in on May 1, 2018.

What is the How-To Guide?

The How-To Guide provides practical guidance on how businesses can comply with the FTC Act’s prohibition against unfair or deceptive practices. The examples in the Guide are not rules, and they are not binding on the Commission. But they may help you understand how the law applies to your particular situation.

The How-To Guide is divided into four parts:

Part I – Introduction
This part of the Guide explains what the FTC Act prohibits and provides some general information about compliance.

Part II – Applying the FTC Act’s Prohibition Against Unfair or Deceptive Acts or Practices
This part of the Guide discusses specific kinds of acts or practices that courts have found to be unfair or deceptive under the FTC Act.

Part III – Advertising and Marketing
This part of the Guide gives advice on how to avoid making false or misleading claims when advertising or promoting your product or service. It also discusses special issues that apply to ads directed to children and teens, and it includes a section on “green” marketing claims.

Part IV – Financial Practices
This part of the Guide provides advice on how to avoid making false or misleading claims about financial products and services.

The Three Parts of the How-To Guide

The Federal Trade Commission has joined the growing chorus of those concerned about the way technology can negatively affect children. The agency has released a new, three-part guide that covers the potential risks and provides advice on how parents can help their children enjoy the benefits of technology while minimizing the potential negatives.

Part One: Introduction

The Federal Trade Commission has released a guide for businesses on how artificial intelligence can be used to target children, a practice the agency said can result in “unfair or deceptive practices.”

In the report, titled “BigData: A Tool for Inclusion or Exclusion?” the FTC said AI can help companies personalize products and services for children, but it also can enable companies to manipulate kids into spending more money. The agency offered examples of both potential uses.

On the inclusion side, the FTC pointed to an app that helps kids with autism develop social skills by matching them with avatars that have similar interests. The app then provides conversation starters and guidance on nonverbal communication.

On the exclusion side, the FTC highlighted a case in which a toy company used AI to market its products to children who had been diagnosed with attention deficit hyperactivity disorder. The company used data from social media educational institutions and health care providers to target ads for its products to kids with ADHD.

Part Two: The FTC’s Approach

The Federal Trade Commission has been investigating the role of tech companies in children’s lives for years. In 2012, it launched a ground-breaking study that found kids were being exposed to advertising across a variety of digital platforms, including mobile apps, websites, and online videos. The agency followed up that report with a settlement with Google in 2015 that put limits on the company’s practice of collecting and using data from young kids.

Now the FTC is back with a new report that takes a comprehensive look at the tech industry’s impact on kids. The report, released today, is divided into three parts.

Part One looks at the state of children’s privacy online and finds that despite some progress, there are still major concerns. Part Two offers the FTC’s approach to addressing these concerns. And Part Three provides guidance for parents and caregivers on how they can best protect their children’s privacy online.

The title of the report—”A Review of Children’s Privacy Issues in Today’s Technology Marketplace”}—pretty much says it all. The focus is very much on how technology companies are impacting kids, not on parents or anyone else.

Part Three: How to Comply

The third and final part of the how-to guide covers compliance. The FTC has released a how-to guide for businesses that want to comply with the Children’s Online Privacy Protection Rule (COPPA). The guide is divided into three parts. This is Part Three.
